RECOMMENDED MOTIONS: Approve a Certificate of Appropriateness for the conversion of an existing modified garage into an Accessory Dwelling Unit (ADU) addressed at 820 W Aspen Ave. OPTIONS FOR COMMISSION DECISION-MAKING:The Historic Preservation Commission (HPC) for “Certificate of Appropriateness may:(1) Approve per the staff recommended motion – or – (2) The Commission could request modifications to the proposal and include them as conditions of approval – or – (3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or - (4) Deny Certificate of Appropriateness and require Certificate of Economic Hardship or submittal of an alternative design that meets all Townsite Overlay Requirements. Improvements to the home were reviewed in 2018 and approved, nothing on the garage. |

Mark Reavis: Introduced project and applicant. Duffie Westheimer: What will be the utilities? Will they come from the same meter as the house or will it be separate? Will they all be on the same bill or will there be two bills? Roabie Johnson: Stated that they had the contractors route the water and electricity out to the garage in anticipation of this project. There is one meter currently for both electricity and water. Emily Dale: General question for Mark Reavis. Inquired about why accessory dwelling units appear to be increasing in popularity. Mark Reavis: Believes it is logical that garages with access issues create an opportunity to provide cost effective, quality housing. Costs are primarily associated with the plumbing and other utilities that go into it. creates a denser, more walkable neighborhood. Shelli Dea: suggested there may be more ADUs because recent code changes may encourage ADUs in the Flagstaff because of its ability to increase housing availability. Emily Dale: Asked if the last page of the application is the planned color scheme. Mark Reavis: Clarified that it indicates what they went through on the design of the house. They are showing that the architect included what they had done in the past on making their house look better and representing the compatibility of their house. They also put adjacent houses to provide the context of the neighborhood. Emily Dale: Responded by asking if colors have been picked out yet? Roabie Johnson: Explained that the color and lighting will match the existing home. Emily Dale: Asked Mark Reavis if they will be working with the applicant on colors. Mark Reavis: Stated that they do not often get involved with paint colors, but does ask for compatibility within the context of the neighborhood, which the architect has shown quite well. Duffie Westheimer: Asked for an explanation of a colored photo on one of the pages of the application. Mark Reavis: Stated that the photo is a district map. Light tan represents the Townsite Historic District and pink is the Townsite Overlay. |
