The Historic Preservation Commission (HPC) for “Certificate of Appropriateness may: (1) Approve per the staff recommended motion – or – (2) The Commission could request modifications to the proposal and include them as conditions of approval – or – (3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or - (4) Deny Certificate of Appropriateness and require Certificate of Economic Hardship or submittal of an alternative design that meets all Townsite Overlay Requirements. Mark Reavis: Provided a brief overview of the project, and explained that the review treats the home as a new construction project in the townsite overlay. Karl Eberhard: Added additional information about the architectural elements of the home and compatibility with the Townsite design review standards. Mark Reavis: Noted that the site for the building is currently open, having been used as a garden most recently. Abbey Buckham: Asked what the new owner intends to do with the house. Karl Eberhard: Explained that the new owner will be the Townsite Community Land Trust and provided some additional information as to how the land trust's ownership model works. Emily Dale: Asked whether the Land Trust already owns the property. Karl Eberhard: Stated that the Land Trust does already own the property. Emily Dale: Asked whether the project will create a more cramped space in the Townsite district? Mark Reavis: Explained that the building is actually being placed on an empty lot. Emily Dale: Asked whether the project has been brought forward to neighbors in the area and whether they had had time to comment. Sara Dechter: Confirmed that there was a posting and shared images of the posting notice. Karl Eberhard: Also noted that the property owners spoke to the immediate neighbors on both sides and that what is being brought to the commission was the preferred course of action by all parties. Burnadette Burcham: Asked if the posting was in a visible area. Mark Reavis: Clarified that, yes, it was in a visible area. Shelli Dea: Asked what the success rate of moving a building like this is. Karl Eberhard: Answered that the success rate is very high. Burnadette Burcham: Stated that this project is a really positive one for the community. Shelli Dea: Expressed agreement and hoped this could serve as a model for other similar projects. Mark Reavis: Noted that there is a possibility of having the property listed as part of the Townsite Historic District. |
