SECONDARY PROPERTY TAX & BOND CAPACITY GENERAL OBLIGATION BOND LEGAL LIMITS – ASSESS VALUATIONS (STATE STATUTE) CURRENT RATE FOR PLANNING PURPOSES SECONDARY PROPERTY TAX CAPACITY SUMMARY BOND HISTORY GENERAL OBLIGATION BOND HISTORY Mayor Evans asked what the additional .085 rate equates to for a property. Mr. Tadder stated that it is about $21 per year. Housing Director Sarah Darr continued the presentation. BUILDING COMMUNITY TOGETHER ATTAINABLE HOUSING RECOMMENDATIONS OVERVIEW EMERGENCY HOUSING RECOMMENDATIONS - $10 MILLION RENTAL HOUSING RECOMMENDATIONS - $10 MILLION WORKFORCE HOUSING – HOMEOWNERSHIP - $10 MILLION HOUSING COMMISSION BOND RECOMMENDATIONS Sustainability Director Nicole Antonopoulos continued the presentation. OPEN SPACE RECOMMENDATIONS INTEGRATED OPEN SPACE SYSTEM FLAGSTAFF’S EXISTING REGIONAL PRESERVES LONG-TERM VISION FOR AN INTEGRATED OPEN SPACE SYSTEM INTEGRATING OPEN SPACE SYSTEM Open Space Specialist Robert Wallace continued the presentation. OPEN SPACE RECOMMENDATIONS INTEGRATED OPEN SPACE SYSTEM - $24.5 M CONSERVE AND PROTECT - $2 M OBSERVATORY MESA TRAIL - $2.9 M OPEN SPACE - $29.5 M Parks Director Amy Hagin continued the presentation. PARKS AND RECREATION RECOMMENDATIONS GIRLS’ SOFTBALL COMPLEX - $15.5 M OUTDOOR RACQUET COMPLEX - $8.5 M MULTI-PURPOSE FIELDS - $4 M WHERE DO WE GO FROM HERE? Wildland Forest Health Supervisor Neil Chapman continued the presentation. FLAGSTAFF WATERSHED PROTECTION PROJECT RECOMMENDATIONS PHASE III – MORMON MOUNTAIN (LAKE MARY WATERSHED) PUBLIC SUPPORT PROJECT = $7 M NEED Mr. Tadder continued the presentation. UNFUNDED PENSION LIABILITY PENSION BONDS HIGH LEVEL “WHAT IF” SCENARIOS WHAT ARE THE SHORT-TERM GOALS? SUMMARY Councilmember McCarthy asked if there was any capacity in the existing general fund to put any more money toward the unfunded pension liability. Mr. Tadder explained that the capacity within the general fund is very limited and they do not see any additional capacity at this time. Ms. Anderson concluded the presentation. PARTNER UPDATES WHAT COMES NEXT? COUNCIL QUESTIONS The following individuals addressed Council with regard to potential ballot measures:
Councilmember McCarthy expressed support for a bond that would address the unfunded pension liability. He was supportive of a housing measure but not at the full amount requested. Councilmember Odegaard indicated that he was not supportive of a bond for the unfunded pension liability and would rather see that addressed in another way. He expressed support for a housing bond. Vice Mayor Shimoni strongly supported the recommended housing bond. He was also supportive of full capacity for FWPP, multi-purpose fields, and $2 million for open space and conservation. Councilmember Whelan stated that she was fully supportive of the housing bond recommendations. She also expressed support for the Parks and Recreation items presented. Councilmember Aslan expressed support for the housing measure at the full recommendation along with FWPP. He also indicated that he is supportive of raising the bond capacity to the $61 million to support the Parks and Recreation needs. Councilmember Salas stated that she is supportive of the eviction prevention funding and creating incentives for private development. She also expressed support for recreation facilities with a defined cost recovery mechanism included. Mayor Evans voiced support for the housing bond and FWPP. She also expressed support for funding the Parks and Recreation Plan but reducing the multi-use space to $2 million and reallocating the $1 million to open space and conservation. Council requested a follow up Work Session to continue the ballot measure discussion. |
