Consideration and Approval of Change in Commission Member Terms: Change the Sustainability Commission Term Month and Current Commissioner Term Months |
STAFF RECOMMENDED ACTION: |
- Change the Sustainability Commission member start and end term month from October to February.
- Adjust the terms of the currently seated Sustainability Commissioners to end in February of the following year.

Executive Summary: |
The Sustainability Commission terms start and end in the month of October. This term end date presents challenges with the Sustainability Commission’s annual work plan, particularly their integral involvement in the annual Neighborhood Sustainability Grant program, where they review and vote on grant recipients. Commissioner turnover between September and December is very disruptive, due to the time required for onboarding, learning about the grant program, and completing the full grant review and voting process.
Staff proposes to move the Commission term start and end month to February. Benefits include reduced disruption to the commission roster and a more equitable grant review process, where all commissioners are thoroughly trained and can participate in the grant decision process.
Staff recommends that the Council adopt a motion to change the term start and end months from October to February. Further, staff recommends adjusting the terms of the currently seated commissioners from October to February. |

Background and History: |
- The Sustainability Commission terms currently start and end in October.
- The Sustainability Commission reviews, scores, and votes on the annual Neighborhood Sustainability Grant applications. It is critical to the grant process that staff have time to onboard a new commissioner and to ensure the same individuals review and vote on recipients, for a more equitable grant selection process. The time period where it is important to limit turnover because of the grant process is September through December.
- February is a slower month for the Sustainability Commission’s workplan and would be a better month for the Sustainability Commission terms to start and end.
