STAFF RECOMMENDED ACTION: |
- Approve the Contract with AP Triton in the total amount of $67,107.00 (Summit Fire and Medical District to contribute $20,132 and City of Flagstaff to contribute $46,975) for a Joint Powers Authority Feasibility Study; and
- Authorize the City Manager to execute the necessary documents.

Executive Summary: |
The Joint Powers Authority Feasibility Study was identified as a potential next step during the 2017 feasibility analysis. The purpose of the Joint Powers Authority Feasibility Study is to determine if there are cost and service benefits to the taxpayers of the City of Flagstaff (City) and Summit Fire and Medical District (District) to consolidate all or some of the current services provided by both the City and District into a newly formed Joint Powers Authority or another form of agreement. The study will include meeting with stakeholders to gather information, determining the cost of the current level of service, an evaluation of Flagstaff Fire and the District, and site surveys. The outcome of the study will be the identification of three options with one recommended option and implementation plan. |
Financial Impact: |
The $20,132 of the cost of the study will be paid for by the District and the City will be responsible for the remaining $46,975 for the total $67,107. The division of the total cost is determined by the number of full-time equivalents within the City and District. The City originally budgeted $25,000 for this study and Budget Team approved allocated additional $21,975 to fund the City share of the study. |

2) Council can alter the scope of the study contract with AP Triton; or
3) Council can determine a study is not necessary and not approve the study contract with AP Triton. |
Background and History: |
The City completed a feasibility analysis in 2017 and identified a potential Joint Powers Authority Feasibility Study in the future. A budget request was submitted for a feasibility study during the FY 2023-2024 process. The budget was approved, so a presentation was provided to the District Board to determine if they wanted to participate in the study in August 2022. The Board was supportive of the study and offered a few of their Board members to participate in crafting the scope of work for the solicitation. District Board members, Flagstaff Fire Department staff, Finance, Legal and the City Manager's office worked together to craft the scope of work.
Purchasing staff published a Request for Proposals solicitation for the Joint Powers Authority Feasibility Study in the Arizona Daily Sun and posted the solicitation to the City of Flagstaff’s PlanetBids Website. On May 5, 2023, the City received two (2) proposals. A five-member Evaluation Committee consisting of City staff and the District, reviewed and evaluated the proposals. Based upon the numerical scoring of the proposals, the Selection Committee identified AP Triton as the higher ranking firm for the Joint Powers Authority Feasibility Study.
