Consideration and Adoption of Ordinance No. 2023-30: An ordinance amending the Flagstaff City Code, Chapter 1-14, Personnel System by amending the Employee Handbook of Regulations, Section 1-50-010 Holiday Leave; providing for repeal of conflicting ordinances; severability; and establishing an effective date. |

Executive Summary: |
The City of Flagstaff closes non-essential services on December 24th each year beginning at 12:00 p.m. City staff received four (4) winter paid time off (PTO) hours to compensate for the closure. City employees in essential service positions working during this time could use the PTO hours any time during the fiscal year. These PTO hours have been moved to a calendar year benefit associated with the Volunteerism Employee Directive. The Employee Handbook amendment being considered would add the four (4) hours to the floating holiday accrual. Employees may use the four (4) hours of floating holiday leave on December 24th or any other day during the calendar year in which it is earned. |

This is a change to the accrual type only and does not have any additional financial impact. |
Policy Impact: |
The Winter PTO and Closures Employee Directive will need to be updated to reflect floating holiday hours instead of winter PTO hours. |
