The 2023 City of Flagstaff Emergency Operations Plan (EOP) addresses the City's planned response to extraordinary emergencies associated with all hazards, such as natural, technological, and human-caused emergencies or disasters. The EOP is the principal guide for mitigating emergencies and disasters, ensuring the protection of health, safety, and property of the public, and aiding in recovery operations for the agencies and jurisdictions that lie within. The EOP is intended to facilitate multiple-agency coordination and to establish a framework for an effective system of comprehensive emergency management.
Proper emergency operations planning is essential for effectively managing our risk and response to critical incidents. The EOP serves as a comprehensive document for the whole community by outlining the roles and responsibilities of the City and of stakeholders for emergency response, recovery, and mitigation efforts. The EOP specifically addresses the risks and hazards associated with wildfire, post-fire flooding, and other potential threats and hazards that the City may face. |

Yes, on March 21, 2023, the City Council approved the contract with Emergency Management Partners, LLC (EM Partners) who assisted in the drafting of the EOP. |
Background and History: |
In March 2023, the City hired EM Partners to assist in the drafting of an emergency operations plan for the City of Flagstaff. This resolution is to adopt the 2023 City of Flagstaff Emergency Operations Plan. The EOP is the foundation for defining the roles and responsibilities within the community for all-hazards incident response and recovery operations. |
Key Considerations: |
EM Partners utilized the Federal Emergency Management Agency (FEMA) Comprehensive Preparedness Guide (CPG) 101 – Developing and Maintaining Emergency Operations Plans to guide their development of the EOP. EM Partners worked with the City to draft the EOP to align with the National Incident Management System (NIMS), the Coconino County Emergency Operations Plan, and the Arizona State Emergency Response and Recovery Plan (SERRP), in order to accurately reflect operational relationships between governmental levels.
EM Partners utilized a nationally adopted planning process to meet with stakeholders, internal divisions, and City leadership to define each group's roles and responsibilities. |
