Consideration of Appointments:
Housing Commission
STAFF RECOMMENDED ACTION:
Make one appointment to a Community Representative seat to a term expiring in September 2026.
Executive Summary:
The Housing Commission consists of thirteen (13) voting members; twelve (12) members appointed by the City Council and one (1) representative from the Flagstaff Housing Authority Board of Commissioners. The Commission serves as an advisory board to City Council regarding housing policies, needs, and programs in Flagstaff. There is currently one Community Representative seat available due to Nikki Sharp not being able to accept her appointment. The Councilmember who appointed Ms. Sharp will have the opportunity to select another commissioner. The City of Flagstaff is committed to increasing diversity in every board and commission, please consider how the applicant stated they may contribute to this commitment.
There are six (6) applications that could be appointed as a Community Representative.
The applications are as follows:
Caitlin Andrews - Community Representative (new applicant)
Kevin Dobbe - Community Representative (new applicant)
Adrah N. Parafiniuk - Community Representative (past commissioner)
Charlie Silver - Community Representative (new applicant)
Rashida Suminski - Community Representative (new applicant)
Kolby White - Community Representative (new applicant)
In an effort to reduce exposure to personal information, the applicant roster and applications will be submitted to the City Council separately.

Financial Impact:
These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

Foster community pride and civic engagement; advance social equity and social justice in Flagstaff; facilitate and foster diversity and inclusivity; and enhance community outreach and engagement opportunities.

Options and Alternatives:
Appoint one Commissioner: By appointing one member at this time, the Housing Commission will be at full capacity, allowing the group to meet and provide recommendations to the City Council.
Table the action to allow for further discussion or expand the list of candidates.
Community Involvement:
The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.
Expanded Options and Alternatives:
INFORM: The vacancies are posted on the City's website and individual recruitment and mention of the openings by Board members and City staff has occurred, informing others of these vacancies through word of mouth.
