- Approve the Cooperative Purchase Contract with Courtesy Chevrolet for the purchase of five (5) fully electric 2024 Chevrolet 1500 Silverado Crew Cab pickup trucks in the amount of $428,098.17; and
- Authorize the City Manager to execute the necessary documents

Executive Summary: |
Multiple divisions throughout the City have been pursuing light-duty electric vehicles (EVs) for more than a year to support the goals of the City’s Carbon Neutrality Plan and related EV First Policy. Although some EVs have been acquired by the City at this time, several purchase contracts have required cancelation due to supply chain disruptions and excessive lead times that have resulted in significant price increases.
In collaboration with multiple City Divisions and Sections, the Fleet Services Section identified five (5) fully electric Chevy Silverado EV Crew Cab pickup trucks for purchase under Cooperative Purchase Contract with Courtesy Chevrolet. The build dates for these units commences in November 2023 and will be an excellent fit for the City’s current and future needs while additional EV replacements and additions are pursued across the City. These EV purchase requests are a result of City-wide collaboration and will be purchased for multiple City Divisions and Sections, including Park Flag, Facilities, Solid Waste, and Streets. Due to the rising cost of EVs, the Fleet Services Electrification Fund is being utilized to supplement these purchases, which cost more than FY23-24 budgeted amounts. |

These EV purchases are being funded with budgeted funds from multiple accounts and as detailed below. The Fleet Electrification Fund is being utilized to supplement these purchases, which cost more than FY23-24 budgeted amounts. The grand total of these five (5) vehicles is $428,098.17.

- Park Flag (1 unit): 061-07-231-0890-6-4401 ($65,000)
- Solid Waste (1 unit): 211-06-166-0641-0-4401 ($65,000)
- Streets (1 unit): 040-06-161-0614-6-4401 ($65,000) funded in FY22 utilizing HURF
- Fleet Electrification Fund (all units): 001-06-154-0552-3-4401 ($133,098.17)
The Purchasing section has reviewed the competitively solicited cooperative purchase options available and confirmed that the Arizona Department of Transportation (ADOT) conducted a competitive and open procurement process through Request for Proposal Solicitation No. BPM004157 that resulted in Contract No. CTR059315 with Courtesy Chevrolet. This contract has been verified as valid and appropriate for the purchase of the specified vehicles and presents the best value to the City. |

The City Council has discussed the transition of the City fleet to all EVs on many occasions, which is largely incorporated in the Carbon Neutrality Plan. The Carbon Neutrality Plan outlines aggressive and industry leading goals to reduce the carbon footprint by the City and transition to EVs. While some EVs have been acquired by the City, several previous purchase contracts have required cancelation due to supply chain disruptions and excessive lead times that have resulted in significant price increases. |

1. Approve the suggested recommendation.
2. Provide alternative direction to pursue other vehicle types (e.g. internal combustion vehicles)
3. Do not approve and delay the purchase to a future date.
4. Request staff complete a procurement process rather than utilize a cooperative agreement. |
