The proposed rezoning would add the Landmark Overlay to the existing zoning for a portion of APN 103-07-021B. This would make future development on the property subject to the Design Standards and Guidelines of the Landmark Design Review Overlay District and subject to approval by the Historic Preservation Commission.
The Heritage Preservation Commission recommended approval of this application on Wednesday, July 17, 2019, which also served as the required neighborhood meeting.
The Planning and Zoning Commission recommended approval of this application on Wednesday, August 28, 2019, with the condition that the State Historic Preservation Office review the restoration plan for the convent building prior to sending it to the Heritage Preservation Commission.
All required notices have been posted in the newspaper of general circulation and on the site.
The application meets the required findings in the following manner:
- The National Register status of a National Landmark and review of integrity by City staff show that the property meets the findings for the Landmark Overlay.
- General Plan/Flagstaff Regional Plan (FRP 2030) Process and Analysis Summary: The adoption of a Landmark Overlay for Our Lady of Guadalupe Catholic Church is consistent with the goals and policies of the Flagstaff Regional Plan 2030 and the La Plaza Vieja Neighborhood Specific Plan.
