TITLE:
Consideration and Adoption of Resolution No. 2019-39:
A resolution of the Flagstaff City Council, approving an Intergovernmental Agreement between Arizona State Parks and Trails and the City of Flagstaff for the implementation of the Site Steward Program on Flagstaff open space.
STAFF RECOMMENDED ACTION:
1) Read Resolution No. 2019-39 by title only
2) City Clerk reads Resolution No. 2019-39 by title only (if approved above)
3) Adopt Resolution No. 2019-39
Executive Summary:
The Arizona Site Steward Program increases informal surveillance of the Picture Canyon Preserve through the use of volunteers trained to inventory archeological sites and report vandalism. Participating in the Site Steward Program will assist with cultural resources protection and helps fulfill the requirements for the State Parks Conservation easement. Volunteers report graffiti/damage to cultural sites and may otherwise go unreported. As a result, the Flagstaff Open Space program is able to mitigate damage to preserve the quality of petroglyph sites and discourage continued damage.
Financial Impact:
Approval of the Intergovernmental Agreement results in no cost to the City of Flagstaff and has the potential to reduce maintenance and security costs due to the presence of additional volunteer surveillance through the Arizona Site Steward Program

In 2013, Council approved the Intergovernmental agreement with Arizona State Parks to outline mutual responsibilities for the Arizona Site Steward Program at Picture Canyon.
