APS Level 2 Electric Vehicle Charging Pilot Agreement # 231283.
STAFF RECOMMENDED ACTION:
Approve APS Level 2 Electric Vehicle Charging Pilot Agreement # 231283.
Executive Summary:
Staff is requesting approval of an agreement with APS to install four electric vehicle (EV) charging stations at the Flagstaff City Hall west parking lot, 211 W Aspen Street.
This installation is part of an APS pilot program, Take Charge AZ, to offer free EV charging stations to government agencies. APS will provide for the installation, electric infrastructure and maintenance of the chargers.
This agreement represents an exciting opportunity to partner with APS, participate in an APS study of EV charging operations, and provide EV infrastructure at a reduced cost to the City.
The EV chargers will support the future growth of City's EV fleet. ParkFlag received the City’s first EV last fiscal year. When it is determined an equipment purchase is needed, the City will first consider electric vehicles if appropriate models are available. Both EV charging stations and EV fleet purchases support the goals of the Climate Action and Adaptation Plan, by reducing emissions from transportation.
The EV chargers will also be available for use by the public when the City Hall parking lot is available for public use.
Financial Impact:
There are four types of financial costs associated with the EV charging stations:
Electrical infrastructure upgrades
: APS is providing infrastructure upgrades at no cost to the City.
EV charging stations
: The City and APS are sharing the cost of the EV charging stations, at a one-time cost of $9,733.00 to the City's Fleet Services section (001-06-154-0552-3-4402). The City has chosen to upgrade to networked EV chargers, which are more appropriate for monitoring fleet vehicle use, collecting real-time data and facilitating use of the charging stations when appropriate. The networked charging stations will also allow the City to make the stations available to City employees and to open stations to the public (for a fee).
Networking fees
: The City will pay networking fees of $1,120 annually, to operate and monitor the charging stations. Networking fees are included in Fleet Service's ongoing annual budget (001-06-154-0551-3-4231).
Electricity use through the chargers
. The City will pay for any electricity costs associated with using the chargers. The chargers will be metered separately and be placed on a time-of-use service plan to encourage use of the equipment when solar energy is abundant and energy prices are lower. City departments and the public will be charged for the cost of the electricity used.
Policy Impact:
Both EV charging stations and EV fleet purchases support the goals of the Climate Action and Adaptation Plan, by reducing emissions from transportation.
Connection to Council Goal, Regional Plan and/or Team Flagstaff Strategic Plan:
The EV charging stations support Council's goal of implementing the Climate Action and Adaptation Plan.
Relevant actions in the CAAP include:
Action TLU-3-B: Develop public-private partnerships to develop electric vehicle charging stations at City facilities.
Action TLU-3-L: Partner with private entities, such as APS, to prepare electricity infrastructure for electric vehicle charging demand.
Regional Plan:
Goal E&C.1. Proactively improve and maintain the region’s air quality.
Goal E&C.2 Reduce Greenhouse gas emissions.
Has There Been Previous Council Decision on This:
The City Council adopted the Climate Action and Adaptation Plan on November 20, 2018. This Plan includes goals and strategies to increase electric vehicle infrastructure and adoption.
