Executive Summary: |
The City is seeking to acquire real property and/or easements needed for the Switzer Canyon Water Transmission Main Project- Phases IV & V. These are the final phases of the Water Services Aging Infrastructure Replacement Project. The 16-inch cast iron water main was built in the 1950's and has exceeded its expected life. These lines have experience multiple breaks within the last few years that have caused damage to our roadways and have interrupted service to our residents and hospital. The project will install a new dual line- a 16-inch (high pressure) and a 24-inch (medium pressure) ductile iron pipe to serve the City of Flagstaff. |
Financial Impact: |
Phase IV is estimated at $1.7 million, and Phase V estimated at $1.9 million dollars which includes design, property acquisition and construction. Account number 202-08-370-3428-0-4466. The City is obtaining appraisals of the easements and/or real property interests to be acquired. |

Background and History: |
The City of Flagstaff began the Switzer Canyon Water Transmission Main Project in 2012 and has completed the first three phases. The project started at the intersection of Switzer Canyon Road and Route 66 and headed north and up Turquoise and across Forest Avenue to Fir Avenue and west on Fir to the Elks Lodge at San Francisco Street. Phase IV and V are the final stages to complete the project. The line will be installed going north up San Francisco Street and generally follow the existing 16" water line across private property located in Coconino County to City reservoirs for approximately two miles.

Key Considerations: |
The existing 16-inch cast iron water main was built in the 1950's and has exceeded its useful life. Breaks in the line will cause major interruptions in service. Switzer Canyon Water Transmission Main is the main water supply to the Flagstaff Medical Center and Summit Medical Center. Installation of a new dual line will ensure an adequate water supply for all citizens of Flagstaff.
The new transmission lines will also include fire hydrants for public safety and firefighting purposes. The locations of fire hydrants will be based on operation and maintenance needs as well as input received from City fire department and water services staff.
The City needs to obtain property rights prior to commencing construction. |

Stakeholder meeting held on July 17, 2019. Invited property owners impacted by the proposed alignment to present an overview of the project and request access to their properties via a Site Access Agreement which will allow the City to perform necessary due diligence, survey work, environmental assessments and appraisals to move forward with the project. |
