Mayor Deasy called the meeting of the Flagstaff City Council held September 20, 2022, to order at 3:05 p.m. NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this regular meeting, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

3. | PLEDGE OF ALLEGIANCE, MISSION STATEMENT, AND LAND ACKNOWLEDGEMENT
The Council and audience recited the pledge of allegiance, Mayor Deasy read the Mission Statement of the City of Flagstaff, and Councilmember McCarthy read the Land Acknowledgement. MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.
LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Councilmember McCarthy requested the following corrections: Meeting minutes of November 17, 2020. Item 5B, indicated a 4-0 vote and it was actually a 4-3 vote, with Councilmembers Aslan, Salas, and Whelan voting no. Meeting minutes of December 1, 2020. Item 9E, he suggested the following words prior to the documentation of the vote on the original motion to address the Housing Emergency declaration: “Councilmembers McCarthy and Aslan stated that they strongly agreed that there is a housing crisis and that they supported the housing crisis resolution but that they could not support changing the wording from crisis to emergency.” |

5. | PUBLIC PARTICIPATION Public Participation enables the public to address the Council about an item that is not on the agenda. Comments relating to items that are on the agenda will be taken at the time that the item is discussed. If you wish to address the Council at tonight's meeting, please complete a comment card and submit it to the recording clerk as soon as possible. Your name will be called when it is your turn to speak. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak. |

Louise Porter addressed Council about low-interest disaster loans available from the U.S. Small Business Administration to non-farm businesses of all sizes, private nonprofits, homeowners and renters who suffered losses caused by the severe storms, flooding, mudslides and debris flows that occurred July 23, through August 28, 2022. Wildland Forest Fire Supervisor Neil Chapman addressed Council with a brief report from the prior week’s Wildfire Mitigation and Management Commission meeting. Stephen Puhr addressed Council with concerns and frustrations about the flooding along Highway 180. Andy Fernandez addressed Council with a variety of concerns. |

6. | PROCLAMATIONS AND RECOGNITIONS |

A. | September Work Anniversaries | |||||||||
Senior Deputy City Manager Shannon Anderson provided a PowerPoint presentation that recognized employees celebrating September work anniversaries. | ||||||||||
7. | COUNCIL LIAISON REPORTS | |||||||||
Councilmember House reported that the Housing Commission meeting was later that week and the Open Space Commission would be meeting the next week. Councilmember Shimoni reported that he had met with the ARC Team who was bringing a detox and long-term facility to Flagstaff. They shared information on how they planned to bring forward culturally sensitive services to the region. Vice Mayor Sweet reported that she would be attending the Mountain Line Board meeting later that week. Councilmember Aslan reported that he was in Vancouver with the Flagstaff Downtown Business Alliance to attend the International Downtown Annual Conference. He also reported that the Colorado Plateau Water Advisory Council’s annual outing was upcoming, and he was excited to attend. Councilmember Salas reported that she represented MetroPlan down in Maricopa for the Rural Transportation Summit and Transportation Board meeting. |

All matters under Consent Agenda are considered by the City Council to be routine and will be enacted by one motion approving the recommendations listed on the agenda. Unless otherwise indicated, expenditures approved by Council are budgeted items. |

B. | Consideration and Approval of Contract: To approve the Cooperative Purchase Contract for twelve (12) new X Series Advanced Cardiac Monitors and Defibrillators from ZOLL Medical Corporation in the amount of $496,332.52, plus additional taxes and fees.

C. | Consideration and Approval of Letter of Support: MetroPlan Flagstaff Safe Streets and Roads for All (SS4A) Action Planning Grant. Approve the letter of support.

A. | Future Agenda Item Request (F.A.I.R.): A request by Councilmember House to place on a future agenda a discussion about how the city can assist NAU in building better relationships with the neighborhoods. | |||||||||
Councilmember House stated that her intention in the request was to pursue any opportunity the Council had to partner with NAU and to strengthen the relationships that exist. There were a lot of positives within those relationships but also areas for improvement. There was requisite Council support to move the item forward to a future agenda for discussion. |

14. | INFORMATIONAL ITEMS TO/FROM MAYOR, COUNCIL, AND STAFF, AND FUTURE AGENDA ITEM REQUESTS | |||||||||
Councilmember Salas wished Senior Deputy City Manager Shannon Anderson a Happy Birthday. Councilmember McCarthy stated that he attended Pickin in the Pines and had a great time at the event. Mayor Deasy added that he also attended the event and enjoyed the festivities. Vice Mayor Sweet stated that she attended the Welcome to Flagstaff event put on by Culture Connection, and it was great to see all the international students. Councilmember Shimoni stated that the protected bike lanes appeared to be working and asked that Woodlands be reviewed for cycle striping. Councilmember House reported that she attended the International Peace Day event. She also attended the We Sing event which was great; Team Flagstaff members were involved or had family involved. She also reported that actress, philanthropist, director, and producer Erika Alexander would be visiting Flagstaff and there would be upcoming events to engage with her. |
