Executive Summary: | |||||
The City of Flagstaff currently hires professional contractors from an On-Call list to provide construction and maintenance services for new construction, general maintenance and upgrades to facilities as well as emergency maintenance support. The existing contract expired in July of 2017 and the City re-solicited an RSOQ for construction contracting and maintenance providers for the trade based disciplines needed. In all trades except plumbing, qualified contractors have been reviewed and selected to meet the City's needs.This On-Call list of professional contractors services list supports Facilities and all other departments requiring trades based services within the City saving valuable time in delivering projects and maintenance support and do not exceed project costs in excess of $100,000.00 without going to change order committee for approvals for each provider in each discipline. Staff with follow the guidelines as set forth by the Arizona Revised Statues for Job Order Contracting (JOC) in governing the contracts. In lieu of attaching twenty five (25) separate contracts representing each contractor in each discipline, a sample service contract is attached to the staff summary that will be used for each of the contractors upon approval by council. The term of the contract for each contractor in all disciplines is for three (3) years consecutive years, with two (2) additional year optional renewals thereafter. |

Background and History: | |||||
The City of Flagstaff Public Works Facilities Maintenance Section manages a significant number of facility projects which span the spectrum of size and complexity from small repair and maintenance projects to large replacement capital repair projects. The requirement to hire / contract construction and maintenance contractors that operate as general contractors capable of providing multiple trade and project management services along with specific trade and maintenance contractors is essential. The existing On-Call contracts expired in July 2017. In June 2017, the City solicited a Request for Statement of Qualifications (RSOQ) for the On-Call Professional Contractors in nine (9) discipline areas: general contracting, electrical, flooring, HVAC controls, HVAC mechanical, painting, plumbing, roofing and snow removal. The City received thirty five (35) statements in the nine (9) disciplines. An evaluation committee was formed consisting of five members all having experience working in or with these specialized professional disciplines. The evaluation process reviewed each company's submittal with respect to their company profile, experience, personnel, construction / service history, supplier resources, product relations / distribution, licensing, certifications & professional memberships, safely programs, value added knowledge and experience as presented for each discipline. Pursuant to the overall aggregated scoring of the evaluation committee, the top candidates were identified and recommended to council for award. Note that only one trade discipline, plumbing, was removed from the list as the contractor was not qualified. Attached is the summarization fo the overall scoring. Staff is recommending a modified total amount in eight of the nine disciplines as determined by either the number of responses received for the discipline, the overall scoring and/or qualifications for those individual contractors in the discipline. The RSOQ solicitation stated that awards may be made up to but no more than the following number of firms by discipline: Electrical: 1-5 contractors Flooring: 1-5 contractors General Construction: 1-5 contractors HVAC Controls: 1-5 contractors HVAC Mechanical: 1-5 contractors Painting: 1-5 contractors Plumbing: 1-5 contractors Roofing: 1-5 contractors Snow Removal: 1-5 contractors Staff utilized these limits as determined by Arizona Revised Statutes as a not to exceed number of contractors for any one discipline. |

Key Considerations: | |||||
The On-Call Professional Facilities Construction & Maintenance Service Contracts save time and money for all parties involved. With the selection of a qualified contractor provided on the list, many hours are saved during a solicitation process allowing the focus to be on the project requirements and scheduling. The City saves the cost of multiple legal advertisements, staff time and related expenses involved in the individual soliciting and selection of contractors for each separate project. On-Call services contracts are specifically addressed and authorized by the Arizona Revised Statues and adhere to current City of Flagstaff procurement standards. | |||||
Community Benefits and Considerations: | |||||
Scope of Work, schedules, and project / task-specific fee proposals for Task Orders will be formulated on an as-needed basis. Task Orders associated with these contracts will be charged directly to specific projects and their individual budgets. All Task Orders will be reviewed and approved by section and / or Division heads prior to execution. At no time will the Facilities "council approved" fiscal year budget be exceeded. | |||||

Fleet Management has identified these two (2) vehicles in the City's Parks and Recreation Fleet as reaching the end of their usefulness using policy guidelines. City policy uses a combination of parameters when reviewing equipment replacement that include light duty vehicles reaching 150,000 miles, 15 years in age or life to date costs exceeding the original cost of the equipment. Upon Council approval, the City will purchase two (2) Chevrolet Silverado cab/chassis utilizing State Contract #ADSP017-166120. Drake Equipment will install low-profile short length utilitiy bodies. The City of Tucson, Arizona entered into Contract #161534 with Caterpillar, Inc. for the purchase of Heavy Equipment, Parts, Accessories, Supplies And Related Services ("Cooperative Purchase Contract"). The Cooperative Purchase Contract authorizes financing. Empire Machinery is an authorized dealer of Caterpillar, Inc. products and services in northern Arizona. The City of Flagstaff seeks to utilize the terms of the Cooperative Purchase Contract for purposes of this lease-purchase option/buyback and to lease-to-own accompanying software and equipment from SITECH Southwest, LLC. The existing 2012 Aljon 525 Landfill Compactor is in need of replacement. During the six years of service, this landfill compactor has had the equivalent of two years of downtime. The Iowa company that manufactured the Aljon 525 Landfill Compactor no longer produces this product making replacement parts obsolete. Solid Waste budgeted $385,000 to have the compactor rebuilt, however, after research of parts and a recommendation of the Fleet Committee, due to extensive down time of the compactor over the past six years, the Fleet Committee is recommending to lease or purchase a new landfill compactor. The benefits of the lease-purchase option/buyback include, a bumper-to-bumper warranty for the term of the lease, and at the end of the four-year term, the City will have the option to purchase the compactor for $155,760. Alternatively, Empire Machinery has guaranteed that it would buyback the compactor for $155,760. In addition, Solid Waste asks to purchase a Trimble GPS machine control from SITECH Southwest, LLC through a lease-to-own agreement at a total cost of $117,016. The Trimble GPS will be equipped with Caterpillar AccuGrade software for the new compactor and the 2004 CAT backup unit. The Trimble GPS machine control and CAT software allows the Landfill Engineer to create a CAD drawing of the cell and the equipment operator can see it to maintain depth and grade. The Landfill Engineer is also able to tell that the machine is within the cell design for proper compaction. The Landfill's current GPS equipment is outdated and constantly losing its program. This lease-to-own has been approved by the Fleet Management committee. |

The City of Flagstaff currently hires engineering consultants from an on-call list to provide professional engineering services for specialized water treatment, wastewater treatment and energy efficiency consulting services for a series of Water Treatment and Wastewater Treatment system improvements at various locations within the City. The existing contract expired in December 2017 and the City re-solicited an RSOQ for engineering firms to provide this service. This On-Call list of engineering firms serves to pre-qualify a list of Firms that the City can quickly utilize when issues arise in operations and/or need design services. This On-Call professional services list saves valuable time in delivering projects and do not exceed $100,000 in total design costs. Staff will utilize the annual expenditure cap of $500,000 per consultant and discipline as prescribed by the Arizona Revised Statutes. The City of Flagstaff Water Services Division currently hires engineering consultants that specialize in water treatment, wastewater treatment, process, hydraulic modeling and energy services from the on-call professional services contract. The existing professional services contract expired in January 2018. In March 2018, the City solicited a Request for Statement of Qualifications (RSOQ) for On-Call Professional Engineering Consulting Services in three discipline areas; Water Treatment, Wastewater Treatment, and Energy Efficiency. The City received a total of 21 statements in the three discipline areas. An evaluation committee was formed consisting of 5 members, including one member outside of City employment, all having experience working in or with these specialized professional services. The evaluation process reviewed each company's submittal with respect to their project team, personnel. experience in the discipline, project approach, response time and any added value knowledge of the City's existing Treatment plants. Pursuant to the overall aggregated scoring of the evaluation committee, the top candidates were identified and are being recommended to council for an award. Attached is the summarization of the overall scoring. Staff is recommending the total amount of awards available pursuant to the RSOQ. On January 30, 2018, Water Services and Sustainability presented the risk to the City's water supply in the event of a catastrophic power loss. Specifically, the City has the ability to provide approximately 1.8 days of water to the community when factoring in system storage and our single stand-by power generator located at the Shop Well. At that meeting, City Council directed Staff to plan for providing a minimum water supply in the event of a catastrophic power loss. In order to meet Council's minimum water supply requirement, Staff has determined the need to use five (5) portable stand-by generators to be used at four (4) critical water production facilities. Specifically, two (2) 350KW generators run in parallel at the Lake Mary Water Treatment Plant and Raw Water Pump Station and one (1) 350KW generator shared between the Railroad Springs Booster Station (RSBS) and the North Reservoir Filtration Plant (NRFP). The Initial phase of this process is to purchase these three (3) units followed by the next phase of purchasing two (2) additional units in FY2020. Currently, the Flagstaff Airport has one 2004 Oshkosh Striker Class 4, as the primary front-line ARFF truck, and one 1989 Class 3 International Crash Rescue truck as the backup ARFF truck. In September of 2016, the primary front-line truck (2004 Oshkosh Stryker 1500 Class 4) experienced a mechanical failure and had to be removed from service. In addition to the $43,000 cost for repair, the Flagstaff Airport was unable to meet Index B requirements for the seasonal charter flights (NAU Football), causing the charter flights to fly into another airport. This resulted in negative publicity for the Flagstaff Airport. Given the age and costs associated with maintaining the truck as a primary front-line status, the dependability of the Class 4 ARFF truck (2004 Oshkosh Stryker 1500) is questionable and is of great concern for the Flagstaff Airport. If the new ARFF vehicle is awarded it will become the new front-line apparatus used to respond to emergencies and older the 2004 ARFF truck will replace the even older 1989 Class 3 truck as the backup truck. The 1989 truck will be removed from the fleet altogether. On June 13, 2018, the City of Flagstaff Purchasing Section posted an Invitation for Bids (IFB) solicitation on the PlanetBids.com website and also advertised the ARFF Vehicle opportunity in the June 17 and June 24, 2018 editions of the Arizona Daily Sun. Only one bid was received and opened on July 19, 2017. The FAA deemed this solicitation non-competitive and directed City staff to re-solicit the IFB. On August 6, 2018, the City of Flagstaff Purchasing Section again posted an IFB solicitation on the PlanetBids.com website and also advertised the ARFF Vehicle opportunity in the August 12 and August 19, 2018 editions of the Arizona Daily Sun. Two bids were received and opened on August 28, 2018. The FAA deemed this a competitive solicitation. |
