4. | Public Participation Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak. |

EXECUTIVE SUMMARY: | |||||
The City of Flagstaff Economic Development Program works with several business and service providers in Flagstaff and regionally. As the economy grows and shifts over the year, there will be a series of quarterly updates in which these partners, and various business leaders and groups, will have the opportunity to provide brief updates regarding their efforts, successes, observations, and challenges in the business sector. The intention is to provide Council, and the public, an opportunity to hear more about what is happening within the community. These updates will happen quarterly and this is the second this year. | |||||
INFORMATION: | |||||
The Flagstaff economy is complex and always shifting. It, like all economies in our system, adapts to new influences ranging from the international stage to individual consumer trends and preferences. As markets, behaviors, rules, regulations, technology, and infrastructure change, Flagstaff's economy adjusts as well. This has been a year where change has been apparent in a number of ways. Growth is visible throughout the community in new construction of healthcare facilities, housing, and with new businesses opening; however a number of business closures also remind us that cycles are constantly in flux. To help inform the Council, staff, and the public, there will be quarterly work session updates from various community partners and businesses. In this second update, we will hear from Northern Arizona University, the Greater Flagstaff Chamber of Commerce, and Mother Road Brewing Company. Future updates are scheduled for February 27, 2018 and May 22, 2018. Out of respect for the number of organizations working on these issues, and the Council's working calendar, each presenter has been asked to keep their presentations to three to five minutes. Obviously this time will only allow them to discuss specific items, but it is hoped that through these brief presentations, and any additional dialogue, a picture of what is happening in our business community will continue to enhance everyone's knowledge and awareness. |

The Arizona Department of Transportation's (ADOT) US180 and Milton Corridor Master plans will address congestion and identify long term (20 year) visions for the two corridors. ADOT's consultant, Michael Baker International, is tasked with identifying alternatives and to obtain public and stakeholder input in order to prioritize projects that can move forward with community support. | |||||

EXECUTIVE SUMMARY: | |||||
The City of Flagstaff contracts with the Flagstaff Arts Council to provide services for the arts, science and culture segments of the community. Funded by BBB - Arts and Science monies, these include both serving as the lead arts, science and culture agency and also the administration of grants to arts, science and culture organizations and projects. Annually, the Flagstaff Arts Council reports to the City Council regarding their enterprises under the contract. This year's update will include information about managing the Coconino Center for the Arts, Youth Programs, the Viola Awards, the Art Box Institute, and other programs, as well as background information and successes about the grant program. This year, nearly $365,000 was granted to 38 organizations and projects. The presentation will also provide some highlights of future efforts of the Flagstaff Arts Council. | |||||

EXECUTIVE SUMMARY: | |||||
Arts & Economic Prosperity 5 is Americans for the Arts’ fifth economic impact study of the nation’s nonprofit arts and cultural organizations and their audiences. The local impact has again been studied with major funding from BBB Arts & Sciences Fund revenues, the College of Arts & Letters at Northern Arizona University, and other contributors. The new study, Arts & Economic Prosperity: the Economic Impact of the Non-Profit Arts & Sciences in Flagstaff, Arizona, was published in September 2017 by Americans for the Arts with local data collection by the Flagstaff Arts Council. The nonprofit arts and culture sector is a significant industry in the City of Flagstaff—one that generates $89.8 million in total economic activity. This spending—$51.7 million by nonprofit arts and cultural organizations and an additional $38.1 million in event-related spending by their audiences—supports 3,035 full-time equivalent jobs, generates $67.7 million in household income to local residents, and delivers $9.1 million in local and state government revenue. EXECUTIVE SUMMARY: | |||||
In February of 2014, based on a request from the property owners, the City Council created the Flagstaff Downtown Business Improvement and Revitalization District (FDBIRD) and subsequently entered into an Intergovernmental Agreement (IGA) with the district to perform certain tasks related to the formation of the district and downtown management and planning. Through the IGA, the funding necessary for the first year of district operations was provided. In addition, the City and the County are ongoing partners and participants in the district, each contributing funding as private property owners would provide as assessments. The IGA requires that FDBIRD provide the City Council with an annual update. The district will provide a presentation that highlights the notable activities of the district. | |||||

EXECUTIVE SUMMARY: | |||||
On November 14, 2017 Councilmember Odegaard requested staff expedite a conversation regarding the National Park Service proposed rate increase for entrance into the Grand Canyon National Park. Subsequently, staff received additional comments from other Councilmembers, tourism groups, and members of the public in opposition to the proposed rate increase. Due to the short time period to provide comments to the National Park Service by November 23, 2017, staff created an agenda item for the November 21, 2017 meeting for Council to discuss the proposed rate increase and provide staff further direction. Staff also provided draft comments to Council in opposition to the proposed rate increase (Attachment 1). After the agenda item was posted, the National Park Service extended the comment period for an additional 30 days to December 22, 2017. As a result, Council directed staff to obtain further feedback from other organizations effected by the proposed rate increase. Council also directed staff to draft a resolution and prepare two separate letters in opposition to the rate increases for commercial tours and private entry into the Grand Canyon. Once approved by City Council, the information in these letters will be provided as comments to the National Park Service. |

EXECUTIVE SUMMARY: | |||||
City Council and a Citizen Petition have requested that Transect zoning standards be analyzed and amendments considered that will more adequately integrate new development, especially Commercial Block buildings into existing neighborhoods. Staff prepared a list of amendments for consideration by the Planning and Zoning Commission. The Commission considered staff recommendations over the course of multiple meetings and approved a recommendation to City Council at their October 25, 2017 meeting. The suggestions and ultimate recommendations of the Commission are attached as a matrix to this staff summary and provide the basis for the discussion. | |||||

City Council received preliminary information at the Council Work Session of November 14, 2017 and directed staff to provide additional information for Council consideration of potential zoning code amendments.
