NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION

Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Yogaert Facade and Sign

Findings:
Certificate of No Effect for Painting and Sign at 3 E Aspen Ave. Bright colors are permitted as an accent color per C3 in the Downtown Overlay and the sign meets all the requirements of the Central Sign District.
Information:
The property owner has been working with staff since December on various permits and approvals. The sign and painting requirements were discussed in advance but the applications were not submitted until after the project was complete. The work completed meets all requirements that have been previously discussed and a Certificate of No Effect and Sign permit have been issued.

TITLE:
City Consultation with SHPO Staff

Downtown Historic Transportation Corridor
Findings:
City staff met with SHPO staff to initiate a discussion about the multiple federal undertakings that are planned for or are in the planning stage that will take place within our Downtown Transportation Corridor. Projects include the Rio de Flag, Flood Control Project, the Downtown Mile, the Lone Tree Overpass, and related infrastructure investments and loans funded through federal programs. To assist in Section 106 Compliance with the National Historic Preservation Act, Flagstaff plans to pursue the funding and development of a Historic Property Management Plan (HPMP) that can be referenced and utilized for each of the individual undertakings. this will involve a request for a pass-through grant to help complete hire a consultant that can assist with the HPMP and help prepare an updated Class I Survey for the Area of Potential Impact for all of the projects, which have overlapping geographies.

TITLE:
El Pueblo interpretive Code Talker Site
PROPERTY INFO
Address: 3120 E Route 66
Findings:
The National Trust for Historic Preservation has expressed considerable interest in preserving the story and the site of the El Pueblo Motel as the origin of the Navajo Code Talkers of WWII. A zoom meeting was conducted with: National Trust for Historic Preservation, AZ Preservation Foundation, AZ SHPO, Route 66 centennial, Flagstaff Staff (HPO, Economic Vitality, Indigenous Coordinator) and the new project architect. Ideas were discussed on how to proceed with an interpretive installation as part of the redesigned office structure and linking the project to the 2026 Centennial of Route 66. The property owner has restarted the preservation and redevelopment efforts of the historic site.
