Executive Summary: | |||||
The Heritage Preservation Commission is being asked to consider a different method of implementing current exception language for residential window replacement permit reviews outside of overlay zones for historic districts and properties of 50+ years of age (& individually listed) as provided for in Municipal Code 10-30.30. The HPO is following 10-30.30 provisions that have further been defined in the included written procedures of these exceptions and the Commission direction provided in January 2020. The workload regarding window replacements has become a burden for support staff and the HPO and is diverting HPO efforts from other critical preservation efforts. The Heritage Preservation Commission is being asked to consider limiting some reviews outside of historic districts and overlays using the exception language within the Heritage Preservation section of the Zoning Ordinance. The HPO currently reviews all permits for homes of 50+ years of age including all window replacement permit applications, anywhere in the City. |

Policy Impact: | |||||
Concurring with the proposed implementation would allow more staff time to be spent on proactive heritage preservation projects by creating a framework that would allow support staff taking in applications to more easily determine if the window application warrants a heritage preservation review. The impact of the change from the current process and the proposed process would be minimal based on the experience of the last 18 months.
The Heritage Preservation Officer would still review demolitions and major renovations that affect the exterior of buildings 50 years or older and all other relevant applications. The framework provided would only apply to windows permits. |

The City Hall has reopened and the mask mandate in City Hall is being lifted on June 14, 2021 for vaccinated visitors and staff. City Council may soon be reconsidering returning to hybrid and in person board, commission and Council meetings. The City Clerk has asked for the Commission's feedback on:
It is anticipated the joining the meeting remotely and having commissioners, applicants and staff join remotely will remain available options in both the Council Chambers and the Staff conference room at City Hall. City IT staff has equipped the both rooms with new equipment to ensure that meeting streaming for commissions addressing development cases (i.e. Planning and Zoning, HPC, etc.) and the ability to join the meeting remotely will remain available. |
