The HPC will be asked to accept the document at the next regularly scheduled meeting after the Commission has a change to review the submitted document. Executive Summary: | |||||
The Context Document has been prepared by Heritage Preservation Consultant Lynn Neil. The Historic Context document is an important step in strengthening the documentation of the Southside Nationally listed District. As has been noted the context document for most listed districts comes first prior to listing. In this instance the development pressures on the Southside motivated listing first with the context to follow. The context has uncovered aspects of the Southside that has allowed for a better understanding of the ethnic diversity, its architecture and the additional of other contributing structures to the District. | |||||

The acceptance of this report will move staff forwarding updating the inventory for the Southside and beginning the process of amending the Flagstaff Southside National Register Historic District with the State Historic Preservation Office (SHPO).

In the past, the Heritage Preservation Commission (HPC) has stated that all neon signs proposed in the Central Sign District of Flagstaff should be reviewed by the HPC and not approved administratively. The attachment summarizes some of the questions that have been raised in HPO consultations with sign companies, property owners and staff. The HPO is requesting some discussion of these nuances to allow him to better guide applicants and staff in the process of developing proposals for signs that incorporate neon. At this time, staff is not proposing any changes to the City's Zoning Code, only assistance in interpretation. | |||||

Changes to City ordinances will have financial impacts, but are not proposed at this time. | |||||

There are various heritage preservation issues, procedures, documents and guidance that are part of various heritage reviews by the HPC. The applicability of many vary by when they were adopted locally for various designated districts and overlays. There is local applicability of State and Federal requirements and guidance. An example of this would be The US Secretary of the Interior Standards for the Treatment of Historic Properties and there utilization and applicability to local historic reviews and Federal projects and incentive. |
