Call to Order
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Approve the minutes of the Heritage Preservation Commission Regular Meeting held September 15, 2021.
  Moved by Jill Hough, seconded by Caitlin Kelly to approve the minutes of the regular meeting of the Heritage Preservation Commission held on September 15, 2021.

A. Introduction of New Commission Members
Welcome Amy Horn and Shelli Dea to the Commission and provide introductions of Commissioners and Staff
  Sara Dechter invited new commission members to introduce themselves, noting that Amy Horn was absent during the introduction section and would introduce herself later in the meeting.

New commissioner Shelli Dea introduced herself to the other commissioners.

B. Appointment of a Vice-Chair
Appoint a new Vice-Chair from the members of the Commission
  Moved by David Hayward, seconded by Jill Hough to appoint Emily Dale as Vice-Chair of the Heritage Preservation Commission.

C. Overview of Section 106 process for the A-P Trestle north of Phoenix Avenue - Work Session
Discussion only.
  Mark Reavis: Heritage Preservation office gave a presentation on the 106 process in relation to the A-P Trestle north of Phoenix Avenue.

David Hayward: asked about who initiates the process and whether that request goes to Mark or the State Historic Preservation Office (SHPO).

Mark Reavis: responded stating that the request goes to SHPO.

David Hayward: asked for clarification on whether the Rio flood control project constitutes mitigation if it saves other historic resources but impacts the A-P trestle?

Mark Reavis: clarified that mitigation is generally based on a boundary of a specific site.

Emily Dale: asked whether anything from the trestle is being preserved.

Mark Reavis: stated that at this time there are no plans to preserve any of the trestle materials.

Sara Dechter: noted that an item like this usually falls under the reports section of commission meetings, but that it was moved to general because we received a request from to exapand on why the resource is being lost. Section 106 reports do not come to the Commission for votes, but the Commission can request more information in a format similar to the current presentation.

New Commissioner Amy Horn joined the meeting and introduced herself to the commission.

Amy Horn: asked whether there were any mitigation measures for the loading platform that was also going to be impacted.

Mark Reavis: responded that it was all rolled into one as an adverse effect for the Rio project. The loading platform was included and one possible mitigation measure is being considered across all resources.
