TITLE:
Petition - Lack of Safe and Accessible Bicycle and Pedestrian Infrastructure in Flagstaff  
DESIRED OUTCOME:
Receive direction from Council as to how they would like to address the three issues raised in the Petition including:
- Reallocate the $157 Million allocated to new streets and street widening in Proposition 419 to fund safe bicycle and pedestrian infrastructure in the draft Active Transportation Management Plan. 
- Install Protected Bike Lanes on Beaver St., San Francisco St., Butler Ave., and Fourth St. by December 2022 and Milton and West Route 66 by December 2023.
- Reduce the speed limit on Butler Ave. and Lone Tree to 25 miles per hour by August 2021.
EXECUTIVE SUMMARY:
Staff is prepared to be responsive to the request as follows:
- $6.8M budgeted in FY22 for Bicycle and Pedestrian Infrastructure.
- Immediately begin design and in some cases construction of Bicycle and Pedestrian Infrastructure in advance of Council's adoption of the Active Transportation Master Plan.
- Immediately begin an engineering and traffic investigation for speed limits on Butler and Lone Tree.
- Continue Legal research concerning the reallocation of the funding in Proposition 419.
