The Heritage Preservation Commission is being asked to consider a different method of implementing current exception language for residential window replacement permit reviews outside of overlay zones for historic districts and properties of 50+ years of age (& individually listed) as provided for in Municipal Code 10-30.30. The HPO is following 10-30.30 provisions that have further been defined in the included written procedures of these exceptions and the Commission direction provided in January 2020. The workload regarding window replacements has become a burden for support staff and the HPO and is diverting HPO efforts from other critical preservation efforts. The Heritage Preservation Commission is being asked to consider limiting some reviews outside of historic districts and overlays using the exception language within the Heritage Preservation section of the Zoning Ordinance. The HPO currently reviews all permits for homes of 50+ years of age including all window replacement permit applications, anywhere in the City.
