Consideration of Appointments:  Open Spaces Commission.
Make three appointments to terms expiring April 2026.
Executive Summary:
The Open Spaces Commission consists of six at-large members whom shall be appointed by the City Council and one designee from the Planning and Zoning Commission. There are three vacancies due to term expirations. The commission serves as an advisory body on the acquisition, management, use, restoration, enhancement, protection, and conservation of open space land. It is important to fill vacancies on Boards and Commissions quickly so as to allow the Commission to continue meeting on a regular basis.

There are four (4) applications on file for consideration by the Council, they are as follows:
  • Bruce Fox (current commissioner)
  • Bre Powers (new applicant)
  • Jacqueline Thomas (new applicant)
  • Nat White (current commissioner)
In an effort to reduce exposure to personal information the applicant roster and applications will be submitted to the City Council separately.

COUNCIL APPOINTMENT ASSIGNMENT: Councilmember Sweet, Councilmember Matthews, Mayor Daggett
Financial Impact:
These are voluntary positions and there is no budgetary impact to the City of Flagstaff.

Connection to PBB Priorities/Objectives, Carbon Neutrality Plan & Regional Plan:
  • Foster community pride & civic engagement by increasing opportunities for public involvement, in line with best practices & legal requirements
  • Enhance community involvement, education & regional partnerships to strengthen the level of public trust

Options and Alternatives:
  1. Appoint three Commissioners: By appointing three members at this time, the Open Spaces Commission will be at full membership, allowing the group to meet and provide recommendations to the City Council.
  2. Postpone the action to allow for further discussion or expand the list of candidates.
Community Benefits and Considerations:
The City's boards, commissions, and committees were created to foster public participation and input and to encourage Flagstaff citizens to take an active role in city government.
Community Involvement:
INFORM: The vacancies are posted on the City's website and individual recruitment and mention of the opening by Commission members and City staff has occurred, informing others of this vacancy through word of mouth.
