1. Call to Order
  Chair Toner calls the meeting to order.

Mission Statement and Land Acknowledgment

MISSION STATEMENT

A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT

The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
  Chair Toner reads the Mission Statement to the group.
Vice Chair Gebler reads the Land Acknowledgement to the group.
             
4. Upcoming Opportunities and Announcements
  None.
             
5. Public Comment

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.
  None.
             
6. Approval of Minutes: Wednesday February 15, 2023
  Chair Toner motions to approve the minutes. The group votes to approve the minutes unanimously.
             
7. Date of Next Meeting: April 19, 2023
             
8. Action Items
             
A. Jenna Ortega Sustainability Analyst, City of Flagstaff to give presentation on the Federal EPA Grant Opportunity on Resilience Hub Concepts.
  Jenna Ortega absent for presentation.
             
B. Municipal Equity Index Report: Discussion update on recent report.
  Chair Toner asks the group if anyone has any comments on last months presentation. No one from the group has comments.
             
C. Update on Juneteenth.
  Chair Toner speaks on behalf of Commissioner Camp noting that they did speak with the Indigenous Commission and recommends to table the discussion until Kim Robinson and Commissioner Camp are present to discuss.
             
D. Discussion of formal efforts for the women’s right commission.
  Vice Chair Gebler, Commissioner Jarvis, and Commissioner Kidd all agree to move the prior resolution for a Women’s Right’s Commission forward to City Council. Chair Toner requests this topic to be on the agenda for next month.
             
9. Reports/Discussion Items
Future Priorities:
Downtown Business Alliance Commission Work Group to give update on plan to address current issues and opportunities by Downtown Business Alliance.
  Commissioner Kidd informs the group that they have still been attempting to reach anyone from the Downtown Business Alliance but have been unsuccessful. She will continue to try and update the group next month.
             
A. Proclamations:
  1. Proclamations Women’s history month
    1. Update provided by Jean Toner
    2. APPI is coming up in May- Jean Toner will give an update
  Councilperson House let the group know that the reading of the proclamation for Women's History Month went well with City Council and was finalized.

Commissioner Kidd informs the group that she will have a proclamation to present to the group next month regarding AAPI.

ii. Updates from Staff Liaison:
  1. Updates from Staff Liaison- Staff Liaison will give any potentials updates on city council meeting.
  Councilperson House asks for the group to let her know if there is anything they would like her to bring forward to council.
             
B. Recommendations to Council (updates and future items).
Anti-Camp Ordinance Move to another committee

  Commissioner Pino informs the group that they would like to pass the Anti-Camping Ordinance to NAU for a Graduate or PHD student to continue the research. She is in contact with leadership to determine the best route to hand this research off.  
             
C. Current Commission Priorities:
Darrell Marks and Youth Group to present update presentation on the Renaming Peaks
Project.
  Chair Toner informs the group that the project is proceeding forward and Councilperson House lets the group know the Vice Mayo has presented a fare in support of this project but no decision has been made regarding further progress through City Council.
             
D. Work group list
  Chair Toner reviews the work groups within the commission and the members involved in each group. The group confirms the names listed in each group are correct.
             
E. Collaboration with library pride panel/history update on project.
  Chair Toner informs the group that the Pride in Flagstaff History panel will be April 24th at the Library on fourth street at 6:30pm. Covered will be the history of Pride in Flagstaff, the history of CODA, and a collection and presentation of oral stories of LGBTQIA+ persons in Flagstaff.
Commissioner Kidd suggests reaching out to NAU to collaborate with them and make use of their extensive resources on this project.
             
F. Women’s Calendar Report
  Commissioner Jarvis and Staff Liaison Lisa Keita update the group on the development of the Women’s Calendar. Their goal is to implement specific events and resources into the calendar to be put onto the city website. They will have an update on this agenda item next month.
             
10. Agenda for Future Meeting(s).
Discussion on Commemorative Flag for 2023 Black History Month. To collaborate with CODA and other community groups to develop a flag that would help represent the African American community for Black History Month better than the current representing flag does. Also, to discuss future opportunities for flag representation of community groups.

  Chair Toner requests to have an update on the diversity flags as a topic of discussion for agenda items moving forward.

Chair Toner also requests discussion on education and diversity awareness for landlords in the Flagstaff area to be put on the agenda for next month.
             
11. Adjourment
  Chair Toner adjourns the meeting.
