1.
Call to Order

Mayor Evans called the Work Session of November 26, 2019, to order at 6:01 p.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).
             
2. Pledge of Allegiance and Mission Statement

The Council and audience recited the Pledge of Allegiance and Councilmember Salas read the Mission Statement of the City of Flagstaff.

4. Public Participation

Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.
  Miranda Sweet addressed Mayor and Council about shopping local during the holiday season. She asked City leaders to lead by example and shift their spending to local businesses and spread the “shop local” message via social media.  

Emily Kate Copenhager addressed Mayor and Council regarding declaring a climate emergency in the City of Flagstaff.
 
Housing Director Sarah Darr updated Mayor and Council regarding the affordable housing software system. The Housing Authority had only six to eight individuals outside their offices the morning that Section 8 opened due to the new online system instead of a long line. There have been over 600 applications with only about 50 individuals going through the office to apply. Ms. Darr stated that the launch was a success.
 
Economic Vitality Director Heidi Hansen gave Mayor and Council an update on the Flagstaff Local campaign. Over 200 people have signed up for the program. She encouraged Council to promote the program. The one inquiry the Convention and Visitors Bureau has received was about when the phone app will go live. It is coming soon and the website is running smoothly. 
             
5.
Review of Draft Agenda for the December 3, 2019 City Council Meeting
Citizens wishing to speak on agenda items not specifically called out by the City Council may submit a speaker card for their items of interest to the recording clerk.
  Mayor Evans stated she would like to pull item 16A, a FAIR item, from the Draft Agenda. City Attorney Solomon stated that the item can be pulled since it was not on the Final Agenda yet. Councilmember McCarthy asked what the item was, and Mayor Evans stated that it was the Navajo/Hopi meeting, but since the City has not yet met with the tribes, she did not want to discuss the item at this time.
             
6. First Time Flagstaff Homebuyer Program Update
  Housing Director Sarah Darr introduced Northern Arizona Housing Solutions Chief Executive Officer Devonna McLaughlin to give an update on the First Time Flagstaff Homebuyer Program. Ms. Darr stated that the City’s investment has been substantial over time with about $3.5 million invested since 1999. The presentation included the following slides:

Councilmember Whelan stated that she was a CHAP recipient and that it changed her life. She asked about the Employer Assisted Housing (EAH) program and how to make it sustainable. She stated that she believes that the repayment idea that Ms. McLaughlin spoke about would help make the program sustainable. Councilmember Whelan stated that the current EAH program is not sustainable and that it needs to be; if the program was a loan, it could be paid back which would allow the program to continue. Ms. McLaughlin stated that she agrees with that. She explained the repayment options and the different ways of paying back the loans. Ms. Darr added that there were other goals with the EAH program and that was to work on retention for employees. She stated that the program can change based on Council’s direction. Councilmember Whelan stated that the data shows that people leave for reasons other than the EAH program. Ms. Darr stated that Housing staff will look at the data and incorporate it into their recommendations.

Councilmember Whelan also asked about the CBDG funding. Ms. Darr stated that CBDG funds are allocated yearly and that Housing staff does not know how much or when they will receive the award every year. CBDG funds are a competitive, annual grant award. The feedback staff received in the past is that Council likes the competitive, annual award. If the funds are not used based on HUD guidelines, the City is responsible for repaying HUD the funds that the outside party used. A pre-award has been used once for the parcel purchased at Isabel.

Councilmember Whelan stated that she heard that there is a five-year consolidated plan. Ms. Darr confirmed. Councilmember Whelan clarified that the funds have been designated to certain types of funds based on Council goals. Ms. Darr spoke on how that was developed, and that the language is general on purpose.
 
Councilmember McCarthy stated that the down payment assistance program is one of the better ways to obtain affordable home ownership and that it makes a lot of economic sense. He stated that before there is a bond election, the different programs should be defined and that he is impressed by the program.
 
Vice Mayor Shimoni asked about the Current Program Information funds, specifically the $200,000 in CHAP funds. Ms. McLaughlin stated that the money came from the general fund and the amount was $170,000 in one-time money from the FY19 budget. He also asked where the $100,000 for EAH came from. The money came from one-time funds from the general fund and $30,000 was added for three additional households. He asked if these funds have been used for Land Trust homes. Ms. McLaughlin stated that the funds have been used for that multiple times.
 
Councilmember McCarthy asked what the program match typically is. Ms. McLaughlin stated that the CHAP program is a three to one match with a max of $15,000.
 
Councilmember Aslan inquired about the potential of an economic downturn in the future. Ms. McLaughlin stated that during an economic downturn people usually stay in their homes and that if there is an issue where people cannot make their mortgage payments, her staff can work with people to modify mortgages or help them keep them in their home in other ways. Their foreclosure rate is low in the program due to all of this. During a recession, the funding from funders dries up and the previous economic downturn saw the CHAP program eliminated. She spoke about how a loan would still allow people to refinance their homes but would require the owner to pay back the community first from any gained equity. The loans are reviewed by staff to protect owners from predatory lenders.
 
Mayor Evans thanked Ms. McLaughlin and Housing staff. She stated that she had two employees at the Sunnyside Neighborhood Association obtain housing through Northern Arizona Housing Solutions.
             
7. Climate Action and Adaptation Plan Annual Update
  Climate and Energy Specialist Jenny Niemann presented an annual update to Council on the Climate Action and Adaptation Plan. 

Councilmember Aslan stated that he is excited by the report. He stated that the United Nations released an emissions gap report today. He stated that he wanted to couch the conversation within that report. He stated that he was struck by the word “bleak” in the report and that he found the report terrifying. There was a 7-degree Fahrenheit increase by the turn of the century notated in the report. He asked Ms. Niemann to speak about what that increase would mean to the Flagstaff region. He also asked her to address a climate emergency and to focus that on Flagstaff.
 
Ms. Niemann spoke about the United Nations Emissions Gap report and said that it is the worst-case scenario. The IPCC report last year addressed this as well. From an international standpoint, it is catastrophic. The report focuses on the gap between actions and goals. The report stated that communities have intentionally procrastinated. Emissions will need to be reduced 7 to 8% each year to achieve the projected goals. The climate profile addresses the worst-case scenario in the plan, but the impact in this region would be slightly worse and that the southwest is a hot spot where there would be a greater impact and extreme effects.

Councilmember Aslan also asked about how a 7-degree Fahrenheit increase would affect southern Arizona and how that would affect Flagstaff. Ms. Niemann stated that it would increase tourism and the population in Flagstaff, which will affect visitation, housing demand, and infrastructure. Councilmember Aslan also spoke about the decision about fitting garages with electrical outlets and the effects of it. Ms. Niemann stated that she does not have that data but that electric cars are not a solution and a decrease in driving is the solution. Finally, Councilmember Aslan asked if the changes will decrease in cost or become easier if they are procrastinated. Ms. Niemann stated that they will not.
 
Mayor Evans stated that part of the solution is appropriate land use and access to alternative transportation. She stated that this affects density. Councilmember Aslan added that it is about the holistic response.
 
Vice Mayor Shimoni thanked staff for their effort. He asked if there are ways that the City is keeping the Climate Ambassadors and the graduates of the Climate Leaders engaged. Ms. Niemann explained the plans to engage them. He also asked about the Flagstaff Local campaign and if there is any way for members of the community to receive points for eco-friendly efforts. Economic Vitality Director Heidi Hansen stated that there are ways for people to earn points for sustainability efforts. He also asked about the sustainability dashboard and suggested educational videos for outreach. He asked Ms. Niemann about the challenges faced regarding climate change. Ms. Niemann stated that the challenges are speed and moving quickly.
 
Councilmember Whelan asked when a climate emergency should be called. Ms. Niemann stated that she feels that there is a climate emergency now and that it is a political decision when to call one.
 
Councilmember Odegaard asked to have the gap dashboard shared with Council.
 
Ms. Niemann stated that she will be back to have a discussion with Council regarding the 1.5-degree Celsius change in 2020. 
             
8. Council Youth Advisory Committee. 
  Management Analyst Jack Fitchett addressed Council regarding the creation of a new Youth Advisory Committee. His presentation included the following slides:

Mr. Fitchett added that he recommends having a councilmember facilitate the group since the students want to spend time with their elected officials and not staff members.
 
Mayor Evans asked about determining a councilmember to facilitate the group. She asked if they would need to have a councilmember assigned to the group and a staff person run the group. City Attorney Solomon stated that if the group is a committee rather than a commission, they are not subject to Open Meeting Law and that the facilitating councilmember could just facilitate the meeting and a staff member would not be necessary. The full Council would be able to give focus and direction to the committee.

Deputy City Manager Shane Dille stated that the Council would oversee the work plan and that a lot of the other youth committees staff researched tend to have a lot of ebb and flow with the commitment of councilmembers. He added that it might make sense to have two councilmembers assigned to the committee at a time and that Council would determine the workflow of the committee.

Mayor Evans stated that the word facilitator is misleading, and that mentor could be a better description. Mr. Solomon stated that the best way to describe it is that the Council would give direction to the Committee and that one councilmember would assist the committee. Mayor Evans stated that having two councilmembers would be wise. Mr. Dille added that the purpose of the committees is to build leadership skills and that the mentorship would be to guide youth leaders.  
 
Councilmember Whelan added that it is a lot of work to keep the interest level high on committees like this. She stated that the Chamber runs a youth group, Stronger as One runs a youth group, and each school has a student council and leadership groups. She stated that if the committee is asked to look at things like Council goals that is one thing, but if they are asked to tackle the problems Council faces that there will be a lot of work involved. It would take some finesse to keep the youth engaged. She wanted to see the goals of the committee defined. She asked should the goals be shadowing councilmembers or something more. She asked for more clarification on what the committee would be doing.
 
Councilmember Aslan stated he would like to see a way for committee to show leadership in the City and to bring forward meaningful perspectives like any other commission or committee and that he sees an opportunity to provide city youth with leadership experience. He would like to see the youth representative voice as part of Council’s decision-making process. He wants to see the committee provide a meaningful, non-token experience.
 
Councilmember McCarthy pointed out that this committee would create increased workload for staff and Councilmembers. Previously the amount of commissions was decreased to reduce workload. He asked if there is someone on the Council who would currently volunteer to be the representative to the Youth Committee.
 
Councilmember Salas stated that she is excited by this topic. She stated that before the organization of the group starts, that the objective of the group needs to be identified and defined. There is a consensus that it should not be a commission, but that it needs to be an active group with a workload designated by Mayor and Council.
 
Vice Mayor Shimoni stated that he would be willing to facilitate the committee because it is extremely important. He is open to the idea of committee versus commission, but he is not worried about attendance if the work is meaningful. He stated that he wants to ensure that the committee is given the space to come up with their own innovations. He feels that eight to twelve members would be great, and he is hopeful that the workload would be less than larger municipalities.
 
Mayor Evans added that this came through a F.A.I.R. item from Councilmember Odegaard and then there was another F.A.I.R. item by Councilmember Whelan. She stated that there needs to be a workplan defined before they discuss it further. She discussed the idea of commission versus committee and that the goals of the group need to be finalized before they move forward. She agreed that there needs to be two councilmembers assigned to the group so that there are multiple lenses and that there should be facilitator training.
 
Councilmember Odegaard stated that he would like to see a higher number of members for a synergy of success. He stated that Mark Cox from Boys and Girls Club would like to see this be successful. He stated that there may need to be a work session to discuss this topic and he would volunteer to be a liaison for the youth committee. Mr. Cox could be invited and perhaps representatives from the school district to the work session. He does not believe that there would be an issue to find participants.
 
Mayor Evans added that all the people that would be a part of the partnership should be at the work session to discuss this program.
 
Councilmember Odegaard stated that he supports the idea.
 
Vice Mayor Shimoni asked for staff to speak to other communities to look at their models. Mayor Evans stated that the costs should be evaluated as well.
 
Mr. Dille stated that there is overwhelming support for this. There are several different models in Arizona and nationally. He added that a successful program would not compete with other youth groups in the community. Council and staff should try to identify where there is a deficiency in youth engagement for civic engagement so that this committee can fulfill it. Once that need is identified, other models can be reviewed, and the committee can be modeled on them.
 
Mayor Evans asked the City Manager to have a more robust conversation in the future regarding this topic. City Manager Greg Clifton stated that the idea to have a second work session with a more detailed discussion is good and that a third could be done after that. Staff is still in the exploratory stages and will come back with further information.
 
Councilmember Odegaard asked to include the youth tobacco group in the work session discussion.
             
9. Public Participation
  None. 
             
10. Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
  Councilmember McCarthy stated that he spent an hour and a half with an NAU journalism student for a project and that he tries to mentor youth in the community. He spoke about the Mountain Line Board Meeting and the over $17 million grant that will be available for a downtown connection center. There was also a discussion about FMPO and NAIPTA having a representative on their Board.
 
Councilmember Aslan shared that the Open Space Commission is in the process for developing a methodology for acquiring open space. This is in preparation of a possible ballot measure on the next election.
 
Councilmember Odegaard wished everyone a happy Thanksgiving.
 
Councilmember Whelan attended the Water Commission meeting. She would love to hear commission reports at the Council meetings. She added that the Water Conversation Strategic Plan will be brought to Council soon as well as the bio-solids plan. She stated that the Water Resource Master Plan will be discussed.

Councilmember Whelan discussed the NAIPTA grant and that Senator Sinema worked on it. The grant encompasses a bus to bus facility and zero emission vehicles. Councilmember Whelan congratulated Northern Arizona Healthcare on their grant for a residence training program that helps keep doctors in rural medicine.
 
Vice Mayor Shimoni shared that he and Councilmember Whelan went on a parks tour with Deputy City Manager Anderson and that it was very insightful. Yesterday he had a meeting regarding the Land Trust efforts in Flagstaff with staff. Next Tuesday there is a Flagstaff Shelter Services celebration. He also covered attending the Alliance meeting, the CJCC meeting, and mentioned that he attended the National League of Cities (NLC) conference in San Antonio, TX.
 
Councilmember Salas shared that she attended the Airport Commission meeting. There was a 70% increase in travel in the last year. She requested that everyone read the CCR on Future Prep Projects and Airport Master Plan.

Councilmember Salas also stated that she attended the Parks and Recreation Commission meeting where there was an update on Rio de Flag and a Pickleball group spoke. She mentioned that the City spends $25,000 a year to mitigate graffiti which does not include property damage. She spoke about the possible collaboration of the Parks and Recreation Commission with Beautification and Public Arts Commission and asked the liaison to talk to them about it. She also attended the Tourism Commission meeting where she learned that lodging occupancy has increased. She attended an event in February celebrating the 90th birthday for Lowell. She also will be attending the NAU Economic Outlook Conference with Councilmember Whelan and attended John Stigmon’s going away celebration.
 
City Manager Clifton shared that there will be a City Manager’s report at the next meeting. He added that the third edition of GCTV would be released soon. He also discussed the Flagstaff Local campaign and other updates.
 
Mayor Evans wants to understand how the commissions are working together to decided what should be designated as open space or other uses. She asked for this based on past conversations when Council has looked at a property for affordable housing and the Open Space Commission has looked at the same property for open space. She is concerned about the commissions looking at property without Council’s knowledge.

She mentioned that she was in San Antonio to speak on home rule (local control) at the National League of Cities (NLC). The presentation is posted on the City’s website on the Mayor’s page (https://www.flagstaff.az.gov/2620/Mayor-Coral-Evans). NLC is coming out with a proposal in 2020 for home rule and on how to address the issue in your own state. She will bring back more information.

Councilmember Odegaard asked if Mayor Evans will go to Phoenix soon to discuss home rule. Mayor Evans responded that there was an ad hoc committee regarding home rule established that was supposed to have three meetings. The December meeting was canceled and has not been rescheduled. There will hopefully be another meeting where recommendations are discussed.
